You know, I thought for years that "bundling" behavior was unique to Nursing home staff. Then I worked at a center for homeless families and they expected me to have every child in every program. (They ranged fron 4 to 16) Maybe it's an institutional behavior...and it is the staff who are becoming intitutionalized.
