You can get information about starting an official Red Hat Society at their website (redhatsociety.com I think) You can also find information abour groups in your area accepting new members, but most of the groups are small and rarely take in new members, especially a group of them. You'll probably want to start a group anyway because the founder, or Queen Mother, gets some perks, like a free newsletter.
I suggest that you dip your hats in red dye rather than paint as painting makes them too stiff to wear. (I do speak from sad experience)
