Years ago, when I worked at a mental hospital, worked out a deal with the local Girl Scout/Campfire council for a freebies exchange. We had an empty basement room and they had lots of contacts, as well as appeal to local news venues. Together we made up a list of items we'd like to recycle for crafts. (toilet paper tubes, beads, yarn, babyfood jars, etc) They used their sources to get the items donated and we stored them. Our staffs worked together to make a booklet of projects to do with the donated items. Our room quickly filled up, so we offered the excess of any of the items plus the booklet to any community group that wanted them. Soon, they were contributing items and craft ideas too. Eventually, we got too much for all of the groups together to store, so we had to quit.
