In my state, only CNA's may use any metal tool on nails and only LPN's may do diabetics. Since you have already talked to the AD, I'd ask her supervisor (probably the facility adminitrator) about what the policies there are. Nails can be trimmed with an emery board. I always kept a box of them, each labeled with the name of the resident.
On the other side of this coin, my mother spent about 5 months in a nursing home and no one there ever had time to do anything with her nails. (or even adequatley wash her hands, for that matter.) Fortunately, I was able to do that for her, but if she snagged a nail between my visits, she was out of luck.
