Medicaid fraud comes to mind. As Activities are required by the Federal Government in order to participate in Medicaid, then the government reinburses each and every facility for activities. By misappropriating the funds that would be Medicaid Fraud, if you facility takes Medicaid. If your facility doesn't take Medicaid and only take private pay, well they can do anything they want with the money.
