Consider this. Any "high functioning" resident who is writing down every stop you make with the people who really need you may be a little "mental" herself. The OBRA regulations that established Activities in many homes strongly favored the lower functioning resident because in many homes, they had been the neglected residents. Your survey team is sure to still have that view.

The higher functioing residents have many more options to fill their time. (Reading, TV, crafts, getting in a cab and going somewhere, talking to friends, etc...even if they choose not to do any of those things. The low functioning are not organized enough to do much of anything on their own, they must rely on you. Give what time you can for the high functioning and try to organize some things they can do on their own or with a volunteer. Don't give in to their attempts at "blackmail" and plan on spending the majority of your time with the low to moderate functioning.
