Your budget should be it's own line item and you can spend as much of it, and preferably all of it, as you want. It is budgeted for you and the residents. Have you tried to explain to her that it is difficult for you to plan your activities across the year if you do not know your yearly budget. I have never worked at a place that alloted only an amount per month, but rather for the year- I can go easy one month the save up for a special event in another month, such as Christmas. I would suggest documenting every penny you spend (as I'm sure you do), every conversation you have with her about your budget, every complaint by the residents or families. This just sounds funny to me, but I'm a suspicious type of person, having worked for some one who ended up doing jail time. Not that I'm implying.
