RaChelle,
I worked in a state-run home and was told the same thing. It was good to get activities into the news pages, but bad to advertise for anything but staff vacancies. In our case, the feeling was that voters would think we were misusing "all the money" they gave us.

: I like the idea of advertising in local papers, EXCEPT I had two different administrators tell me, in two different decades, that we could not advertise because it "makes us look needy."

: And that is not the "beautiful image" they were trying to project to the public in order to sell more rooms...; they would rather the resident just not have anything and be quiet about it.

: I SWEAR this happened, and it also happened in two different "Church run" homes.

: : I would advertise in the resident newsletter and local paper for items to be donated that would help stock the things that residents could use to normalize their rooms. It is true that a lot of residents don't have the funds or family to transform institutional rooms into living rooms. Most of the public is happy to share their excess decor with a resident in need. :) Kathi
