If your administrator wishes to cover the act. dept with liability insurance then so be it. Admin. and corporations often work arm in arm with loss prevention specialists. Just go with the flow-you most likely will have no say here and if the admin wishes to put this into the budget as a line item within the activities dept. I am sure that more $ will be placed into the budget.
