Liability Insurance for the profession???

This is a new one for me!! My Administrator want to take the liability insurance premium out of MY BUDGET because we go on outings, invite volunteers, make residents do "active" things therre bodies are not used to,, etc. Is this happening anywhere else? Do I have a seriuos issue here? Who can I call to settle this once adn for all?
