As far as the staff issues, we recently had the same unmotivated, doesn't want to lead programs thing here, luckily she got miserable enough that she quit and now we are a smooth running program machine with 2 great new staff. Sometimes people need a break or a change of pace and until they realize it you have to suffer. If you really think those folks don't want to be there can their superivsor present it in a "you should be where you are most happy/fulfilled" sort of way - maybe they need some motivation to find something they could enjoy more.
Some people are just to snobby to work with!!!!!!!!!!!!!!!!!!!!!!!!!!and should kepp their opinion to theirself.
